With over 12 years of experience as a Licensed Professional Counselor (LPC) in Texas and a National Certified Counselor, Dr. Finley offers culturally sensitive counseling designed to equip you with the tools you need to thrive, both personally and professionally. Her unique blend of experience, from military service, academia, to entrepreneurial endeavors, infuses EPC with a dynamic and results-oriented approach.
Dr. Finley, founder of EPC and a respected LPC-Supervisor, brings a wealth of experience to her practice. Her background includes extensive training in diverse counseling philosophies, mediation, and somatic approaches to therapy. Prior to her counseling career, Dr. Finley honed her analytical skills during a distinguished 10-year career as an Air Force veteran and federal employee, developing promotion tests and conducting emotional intelligence assessments for military personnel. This diverse experience has given her a nuanced understanding of the pressures faced by those striving for excellence. This same drive and attention to detail permeates EPC, influencing the work of the other providers she supervises and ensuring a consistent standard of excellence throughout the practice.
But Dr. Finley’s commitment goes beyond individual success. She believes in the power of mentorship and uplifting future leaders. As a serial entrepreneur with a Doctorate in Counselor Education and Supervision, she’s passionate about fostering the next generation of counselors, providing invaluable graduate-level internships at EPC. This focus on developing others stems from her deep belief in working towards something larger than herself. Her passion for empowering others is a hallmark of EPC’s culture, creating a supportive and collaborative environment for both clients and clinicians. Her dedication to peak performance extends to her work with the St. Mary’s Men’s and Women’s Tennis teams, where she provides performance enhancement, stress management, and team cohesion strategies. Dr. Finley also maintains her own expertise and remains at the forefront of her field by serving as an adjunct faculty member in the Counseling and Human Services Department at St. Mary’s University. She has also shared her expertise as an adjunct faculty member at Texas A&M San Antonio.
Dr. Finley’s expertise is widely recognized. She has been a sought-after speaker at numerous events, including the Lackland Independent School District, San Antonio’s DreamWeek 2020, and Girls Inc. of San Antonio, and has presented at prestigious conferences such as the University Health Trauma Informed Care Institute, the National Cross-Cultural Counseling and Education Conference, and Duke University’s John Hope Franklin Humanities Institute.
Bilingual in Japanese and English, Dr. Finley possesses a deep understanding of the cultural, economic, and sociopolitical forces that impact individuals and organizations. Her degrees from the University of Hawai’i and St. Mary’s University, combined with her diverse background in political science and clinical mental health counseling, provide her with a unique perspective. Meet Ms. Talina Bechara! Talina is a dedicated master’s student in Clinical and Mental Health Counseling from St Mary’s University, bringing a rich and unique perspective to her practice. Her Lebanese heritage and fluency in English, Arabic, and Spanish enable her to connect deeply with clients from diverse backgrounds, fostering a truly inclusive and supportive environment.
With a bachelor’s degree in Communication Studies and a minor in Music, Talina blends creativity and empathy into her therapeutic approach. She employs innovative techniques, including music, to help clients articulate their emotions and explore their inner experiences in meaningful ways.
Talina’s passions include working with children, adolescents, and young adults, but she also enjoys working with people of all ages and walks of life. She offers empathetic support to clients as they navigate life’s challenges, focusing on nurturing personal growth, building resilience, and developing effective coping strategies. Talina provides personalized, client-centered care designed to help you thrive at EPC!

David Rangel, MA, LPC-Associate, NCC.

Meet David Rangel, a Licensed Professional Counselor whose roots in Castroville, TX, have instilled in him a deep appreciation for community, resilience, and the power of support. His upbringing, combined with his extensive experience, informs his compassionate and effective approach to counseling.
David works with a diverse range of clients, including individuals and couples (both children and adults), specializing in life transitions, trauma, anxiety, and depression. His expertise in these areas is deeply rooted in his decade of service as a combat medic and paramedic in the United States Army. Working alongside soldiers, civilians, and their families during critical and often traumatic situations, David witnessed firsthand the profound impact of mental health on well-being. His final assignment as a Platoon Sergeant for the Fort Sam Houston Warrior Transition Battalion solidified his understanding of the crucial role mental health services play in recovery and building resilience, ultimately inspiring his career transition to counseling after medically retiring as a Sergeant First Class in December 2019.
David is also proficient in American Sign Language and passionate about providing accessible and inclusive mental health services to the Deaf community. He understands the unique challenges Deaf individuals face and is committed to ensuring they receive quality care.
David holds a Bachelor of Arts in Psychology from The University of Texas at Austin and a Master of Arts in Clinical Mental Health Counseling from St. Mary’s University in San Antonio, TX. His counseling approach integrates evidence-based practices with mindfulness techniques, creating a safe, empathetic, and non-judgmental space where clients feel truly heard and supported.
